(c). If a Junk neglects to so report itself the Junk Master should be punished by the Colonial Authorities by fine; or the Imperial Maritime Customs in Hongkong should be informed and allowed to examine the cargo and collect dues uponit.

His Excellency demurred to both these latter suggestions and after discussion it was agreed that the Junk might be detained,

le by refusing her clearance, by the Colonial Authorities, which the Junk Master went to the mearest Imperial Maritime Customs Station and

paid the necessary duea.

(d). There should be more check upon the cargoes carried by Junks into and out of the Colony by the keeping of statistics at the Habbour Office. Junks should be obliged to deposit their manifests and the information contained in these should be communioa- ted to the Imperial Maritime Customs. It was agreed that this might be done, it being clearly understood that the Colonial Government would not be responsible for the verification of the information

supplied.

CLAUSE I - SALT

His Excellency explained that salt did not fall into the same category with opium and arms since it was not a harmful article restrictions upon the trade in which might be dictated by the Cormity of Nations, The restrictions suggested in Mr. Harris' memorandum were solely in the interests of China's revenue. Excellency added that much salt was imported from countries other than China and that salt was largely made in the Colony. Hongkong was not, therefore, dependent on salt imported from China.
